How communicate with accounting dept.?

ORIGINAL HP INK 63
Microsoft Windows 7 (64-bit)

Ordered two HP 63 inks. Paid for two HP 63 inks. Received one HP ink. After spending three hours on this complex problem, should I give up and take a loss. I know its complex and HP is very busy generating sales to enhance profit. It's Profit before People. I do not want to complicate this complex transaction. If I never hear from you, I understand.  [edited]
