How do I replace a faulty instant ink cartridge?

How do I contact HP for a replacement instant ink cartridge? Their support is hopeless and I can't get through to a human or even use the virtual agent to send a replacement. I'm being billed monthly for a service I can't use. I have cleaned the cartridge and followed the steps but I'm considering cancelling if I can't find a solution soon.

The document here has information on contacting HP to get replacement Instant Ink cartridges.  Log into the HP Instant Ink site, the phone number (or chat option for some countries) will be listed in the lower right of the opening screen.
