This will be easier for you to understand when you know your printer model.
It is easier to visualize for the rest of us if you shared that information with us.
Equally important > The device you are using to print (computer, tablet, phone) and the Operating System / version.
Lacking the printer model and other details, we can address the basics --
Depending on how well you know your printer and apps, this might be enough.
Start...
The printer is not aware of what it is printing.
It does not know the difference between using black or color ink.
Select new InkJet printers and some LaserJet can set certain print defaults in EWS (Embedded Web Server).
The defaults are more guidelines than hard rules about what the printer will do under a given set of circumstances.

What else?
Depending on your app / software (availability of which depends on your Operating System / version),
It might be possible to create a Preset / Custom Shortcut / HP Smart Shortcut (in HP Smart) that includes the color / no-color Print Option.
Example - HP Smart - Shortcuts - Print Duplex
Create your shortcut.
After the content is opened, scanned, optionally edited and "Done"
At next option select Shortcuts > Choose your custom Shortcut to Print

Outside of that particular kind of control, you must select the job options during (each) job configuration.
