I believe I was charged for a black ink cartridge that I never received.   I have been out of black ink for over a month

If you are referring to ink received -- or not received -- as part of an Instant Ink subscription,

then

Ink is included as part of the subscription to your Instant Ink service.

There is no additional fee for ink.
