I bought a new cartridge from someone that must have been enrolled in this ink. He got rid of his HP stuff and I bought his ink, now my printer won’t work. Says I have to enroll cartridge in HP instant ink. I don’t want to do this. Is this cartridge now junk?

Characterizing any service as something other than what it is is perhaps based on not understanding the service.
Short Answer:
Yes, the cartridge is "junk" in the sense that it will not work outside of its original intended printer and service contract.
Longer Answer / Explanation
What happened?
The person who sold you Instant Ink Cartridges that only work as part of the subscribed Instant Ink service took you money and sold you something that won't work for you. It was never going to work.
Instant Ink cartridges, that is, any subscription cartridge that is part of the Instant Ink contract, only work in the printer and the subscription contract for which they are intended.
Instant Ink cartridges lock at contract termination.
Instant Ink cartridges never work in printers not part of the subscription and contract.
