I guess instant ink is charging [edit]

I am perplexed on why I would have been charged on August 2nd $22.25 when HP ink instant ink hasn't sent me any ink or any paper since April 4 months ago but yet in August want to charge me $22.25 I want to refund how do I get that? I want a refund and I want to refund like it yesterday right now no questions asked.
