Operating System: macOS 10.15 Catalina

I have bought a second hand printer from a company on amazon (which can't help).

 

I can't register the printer for instant ink and the previous owner has registered the printer to it.

 

how can I disconnect his account? it seems a farce this is even here? 

 

any help would be appreciated, thanks!
