I never received cartridges

Good morning,

 
I never received ink cartridges (it occurs for the second time (April 2020 and August 2020)), I’m subscribed with Instant ink Hp. I tried to contact the HP support but I don’t know how. When I asked the Virtual Agent to connect me with HP support agent, nothing happened.
