Solved!

I threw away the set up cartridges and purchased the ink

HP Recommended
HP OfficeJet 6978 all in one
Microsoft Windows 10 (64-bit)

 

Looking desperately for instructions on how to bypass the need for setup cartridges... I was gifted a brand-new HP OfficeJet 6978 all in one  missing the ink... purchased the ink... now it tells me I need setup cartridges!!! HELP!!!!
