HP OfficeJet Pro 8028 All-in-One Printer

HP Instant Ink cyan cartridge not printing in HP OfficeJet Pro 8028.  Cartridge if nearly full, but the 'blue' colors are not printing.  I've ran the "Clean Printheads" & "Align Printheads", but no improvement.
