              My instant ink has not been sent in a long time. Now black cartridge is out, I have no replacement and nothing in support works. Considering contacting the BBB.

Rather than contacting the BBB you would likely have much better results contacting HP.  The document here has information on contacting HP to get replacement Instant Ink cartridges.  Go to the HP Instant Ink site, the phone number will be listed in the lower center of the opening screen.  You may need to wait until Monday, I think they are not available on Sunday.
