Microsoft Windows 10 (64-bit)

I have been trying for seven months now to get answers to my  problem. I have HP printer, I have an Instant ink account, my printer is enrolled, I have Instant ink cartridges installed, but I can not print because I get the message that I must enroll my printer. when I go to my account dashboard and click the connect to the printer icon I get the message "cannot connect to printer now". I have reset everything many many times that many many tech have suggested. I have tried to forward ports on my router and still nothing. I have spent hours explaining and re-explaining my issue. I have been told to talk to my router company, my server and each says it is the others issue. Has anyone else had this issue and did it get resolved.

Very frustrated.
