Instant ink cartridge faulty

HP Recommended
HP envy pro 6400
Microsoft Windows 10 (64-bit)

I’ve installed a new instant ink black cartridge and the printer is showing an EO error message. The HP smart app says the cartridge is faulty. I’ve tried cleaning the cartridge, resetting the printer and checking the latest updates have been installed (all recommended by the virtual agent) but it hasn’t worked. How do I contact instant ink?
