I want to change Billing details, but the site is in French language.  I want English.

Welcome to the HP Support Community. I'd be happy to assist you.

 

Are you referring to the language on the printer screen or the Instant Ink account?

 

If it is on the Instant Ink account page, 

When you log in to your HP Instant Ink account, look to the top right of the home screen and you'll see a flag which denotes the country/language - click the flag and change it to UK/english.

 

For more info on changing the billing details, kindly refer to this document. 

If you want to make changes to the billing address, click here
