Low ink but no replacement cartridge

HP OfficeJet 4650
macOS 10.14 Mojave

I have started having problems with my colour documents printing incorrectly on my OfficeJet 4650 All in One. A Printer Status Report clearly shows that the red ink is very low. However, there is no low ink status message, and no Instant Ink delivery scheduled. I haven't had a colour cartridge delivered since early 2016! How can I arrange for a cartridge to be sent?
