New ink cartridge not printing

Hello, I recently received a new black ink cartridge From HP InstantInk. I installed it and it is not printing properly. The black ink is spotty, blurry, and inconsistent. I am annoyed because I can’t find a way to email customer service and all avenues seem to lead me here so far. I have tried everything in the list of trouble shooting, including having the machine clean the cartridges and cleaning myself with a q-tip and water. There has been no change. How do I talk to a customer service representative to get a replacement cartridge from HP?? 

I am a school-based physical therapist, working from home, and need to print home exercises for my students who live in rural areas without internet.
