No Ink No Replacement Had to buy a new cartridge

Microsoft Windows 10 (64-bit)

i recently was attempting to print and the black ink cartridge had no ink.  I needed to print so I went out and bought a replacement cartridge.  Why didn't i get a replacement.  Can I get reimbursed for my purchase of the ink ??
