The message you are seeing indicates the cartridge is an HP Instant Ink cartridge and it needs to have the printer enrolled in Instant Ink to enable printing. If you have an HP Instant Ink account then enabling web services as described in the post here (and followups in that thread) may resolve the issue. If you do not have an active Instant Ink account for this printer you will need to replace any HP Instant Ink cartridges with retail cartridges.
