No ink cartridges to sign up with

I have an officejet3830 that my daughter gave me. I signed up for an instant ink plan. Since there are presently no ink cartridges in the printer the system is saying they wont ship until they can read levels. What do I do? Are they going to make me go out and buy ink to get in the program?
