I no longer own the printer associated with automatic shipments of instant ink cartridges and cannot officially cancel until the end of the billing cycle even though the printer has been gone since May 20th. Can I return the cartridges and get reimbursed for them? Packages are unopened.

The cartridges will need to be returned, they are the property of HP. When you sign up for the Instant Ink program you are NOT purchasing ink, you are purchasing a subscription to a set number of pages per month. The ink is supplied, but remains the property of HP and must be returned if you cancel the program in accordance with the terms of service. See sections 5.d and 9.c of the terms of service here.
I would suggest you go to the HP Instant Ink site, the phone number (or chat option for some countries) will be listed in the lower center of the opening screen. Ask to have your account canceled right now, else any overages will be charged to you by the printer's new owner. I suggest you explain the situation to an agent, they may be able to offer some compensation.
