Product: HP Instant Ink

I am being told that if I ever canceled my paper add on plan that I no longer can reenroll. I do not see that anywhere. I even have an email stating to click a link to reenroll that I received months ago. I've gone on the website and it shows there I can reenroll. So why am I being told that I can't?
