HP Instant Ink tells me to leave my printer turned on and online all the time so it can monitor my ink usage, but the user manual (and common sense?) says to leave it off to keep the cartridges from drying out. Which is better, do you think?

I'd like to help!
That's correct. The printer should be always on and online to monitor ink levels when you are enrolled and using instant ink cartridges. This will help ship the cartridges in time when the ink is depleting or low.
Keeping the Print off from drying cartridges is when you are not using Instant ink cartridges and the printer is not in use for months or more.
