Purchased by mail HP61 Ink instead of buying from walmart and it say it is a bad cartridge

I see that you have a faulty ink cartridge, have you tried the steps from the document HP Printer Does not Print and Error Indicates Faulty Ink Cartridge. This will help you isolate and resolve the issue.

 

If the issue persists, please reach out to the HP Support in your region regarding cartridge replacement.
