Envy 110 Alignment issue with new HP cartridge. Display shows new cartridge is empty

This could be an issue with the printer hardware or the ink cartridge. I would recommend you follow the steps from the document HP Inkjet Printers - 'Alignment Unsuccessful' Error Message Displays.
If the issue persists, it could be a hardware failure. Please reach out to the HP Support in your region regarding the service options for your printer.
