So I have two hp printers that had ink when I got them used . I was not able to use unless I signed up for insta ink. I was sent inking the mail but never installed it and have still been billed monthly for not even using these. Now I quit paying because I’m being extorted and I can’t print and I have a business I need my printer for.

The only real mistake you perhaps made with this was believing a subscription to Instant Ink is mandatory.
A subscription to Instant Ink is always Optional.
True - Used printers sometimes come with "baggage".
If the previous owner left the printer subscribed -- whether or not the subscription was terminated by HP by the time you purchased the used printer -- the old owners data is tied to the printer and must be removed.
Normally the original owner of the printer also owns the responsibility cancel the subscription.
Some people might fail to take care of what they own, including contracts.
These people might just dump the printer on someone else -- or perhaps donate it -- and walk away.
Even if the original owner cancelled their contract, if they left Instant Ink cartridges in or with the printer, these cannot be used later.
Yeah, but -- what about Now?
True - once signing the contract, you are responsible for the way the Instant Ink contract works.
Subscription ink is supplied during the course of an active subscription.
All ink cartridges made part of the subscription and those sent to you during the time the service is active remain the property of HP.
Shorter sentence: HP owns Instant Ink cartridges and all ink activated as part of that service.
Quitting by stopping payment is a form of contract breach.
Quitting by stopping payments does not impact the way the ink is managed.
If you cancel nicely or just throw up hands, walk away, and let HP end the contract due to non-payment,
Subscription Ink cartridges stop working after the contract is terminated.
Remove all Instant Ink / Subscription ink from the printer and purchase a new set of HP ink for your printer(s).
If the account is still active, and you no longer wish to continue the service, you should cancel the contract.
