I am inrolled in a plan that gave me a certain amount of months free and on my account it states that I do not owe money until August 11th  but I have been getting emails saying that my Instant Ink subscription is delinquent and I need to update my billing which I would have no problem with but my account shows that I owe nothing until August so I have no real idea what it is I owe and not only that but I realized that last month I got charged $3 for something called "Paper Add-on base charge" which I also have no idea what it is.

I understand that you are having billing issues in the instant ink account, I am glad to assist you.

This might require one on one interaction to fix the issue, I am sending you a private message with the steps to talk to HP support.
