My printer doesn't print. Ink levels nearly full. Print Status Reports and Print Quality Reports come out nearly blank. Virtual Agent does not resolve my problem. Can't find any way to contact HP. I am enrolled in instant ink program. I have my new instant ink cartridges, but I am instructed not to install the new instant ink cartridges until the existing original HP cartridges are empty. The original cartridges, although not empty, do not work. Can I legally install the new instant ink cartridges?

Kindly perform steps 10 and 13 from this document.
Try printing. If the print test report is completely blank, you may use the new Instant Ink cartridges and try printing to conclude if the issue is with the ink cartridges or the printer.
