I'd recommend you try a different browser to enroll in instant ink.

 

If the issue persists, I'd suggest you contact the HP Instant Ink team(contact info can be found on the home page) in your region for further assistance.

I wasn’t using a browser, it was in the app. I’ve tried in a browser too and the same thing happens.
