I've received four black ink cartridges now and want to stop the program. There is no way I will use all four black cartridges before the next billing cycle. Does this mean I have to keep paying a monthly print fee in order to not lose the capabilities of this ink?

If the cartridges are HP Instant Ink cartridges they will stop working once the program is ended.
When you sign up for the Instant Ink program you are NOT purchasing ink, you are purchasing a subscription to a set number of pages per month. The ink is supplied, but remains the property of HP and must be returned if you cancel the program in accordance with the terms of service. See sections 5.d and 9.c of the terms of service here.
