I see that you are not able to enroll the printer in Instant Ink due to this error.
Make sure you have followed the steps mentioned in this document - Enrolling in HP Instant Ink
Check if the card details entered are correct and active.
Check the date, time, and location settings of the computer.
If the issue persists, I've sent you a private message with further instructions to resolve this issue.
