In exchange for the extra warranty and other benefits, HP+ requires that your printer be connected to the Internet for hardware level monitoring. The mechanism used to connect the printer to the Internet is Web Services. Web Services depends on you having a regular connection to reach the Internet. The Web Services connection used by the printer is in addition regular connection to the Internet (for example, your computer).

If you are trying to subscribe to (separate and optional) HP Instant Ink Service, the subscription to Instant Ink depends on the printer using Web Services to connect the printer to the Internet and the ink service monitoring.

Web Services
Web Services is used to connect the printer to the Internet in general with the added "bonus" of having to connect to HP Services at the end of that journey. Web Services then recognizes the printer and hands it to whatever service is "next". For example, Web Services might hand your printer to ePrint, Instant Ink, HP+, or certain Cloud services.
