Why do I keep getting "Oops. This code is for a different printer" error

HP Recommended
HP Officejet Pro 8600
Microsoft Windows 10 (64-bit)

Every time I enter a new claim code to register for Instant Ink, it always says: "Oops! This code is for a different printer. Please, enter a code from the printer you started with at the beginning of this setup process."  How do I get it to take the claim code the prints out from my printer?

HP Officejet Pro 8600 is not eligible to enroll in instant ink service.
