having issues with my instant ink account

HP Envy Photo 7120 printer

Was getting an error on my printer display window to reinstall my HP 64/330 tricolor cartridge. Followed the diagnostic steps and was instructed in the next steps to replace the cartridge. InstankInk would not ship me a replacement cartridge so I had to go to Office Nax and pay $49 for an HP 64 XL tricolor. Who can I talk to to get a refund on this purchase?
