instant ink app and hp smart app not syncing ink levels

Microsoft Windows 10 (64-bit)

When I check the my ink levels on the hp smart app they are telling me they are empty. When I check the levels on the printer they are telling me they are empty. However when I log onto the hp instant ink app they are telling me my ink cartridges are good no need to replace. The only thing I can find in support is to make sure I have web services enabled in which they are. How do I get them all to sync up?
