I don't understand your rollover program . Many months I don't use my limit but I don't see that my rollover pages accumulate. Please clarify. Also I used 1 rollover page in March of 2018 and I was charged

Thank you for posting your query on HP Community,
Let me go ahead and explain how the rollover pages work in HP Instant ink program:
If you do not use all your plan pages in a month, the unused pages will be kept in your account as rollover pages. Your rollover pages are available as long as you are enrolled in HP Instant Ink. You can continue to roll over up to two times the number of pages in your monthly plan (for example, you can roll over up to 100 pages if you are enrolled in a 50-page plan). If you have printed all of the pages in your plan, and you have used all of your rollover pages, you can still print additional pages and save.
Rollover allows unused pages in a month to be placed in a rollover account and then applied to pages in excess of your monthly allowance. The rollover account balance is limited to a maximum of two times your monthly service plan pages (e.g.: Occasional Printing Plan 50 pages = 100-page rollover maximum).
Have you checked you HP Instant Ink account page? Your Instant Ink account page will have notifications if there are any issues with the account or recent cartridge shipment, it will even provide solutions on how to fix the issue. You may log in to your HP Instant Ink account page from here.
