Microsoft Windows 10 (64-bit)

was having connection issues, had to constantly press okay on control panel to print.
one suggestion was to reset the printer to factory default.
After the reset, I get the error message on control panel:

Cartridge cannot be used until printer is enrolled in HP Instant Ink.

 

on the Smart screen it shows that it cannot connect to the printer, last time was in October.

tried unplugging and plugging back in.

tried disabling and enabling web service

tried resetting the router and printer

 

cannot print anything without being connected to Instant Ink service

I'm at a loss
