September 1, you charged my monthly fee for instant ink. September 2, I sold the printer. I was reimbursed for the monthly charge by new owner. They would like to continue with the program. Can my account be transferred? Or do I close my account and they open a new one?

@2can, Welcome to HP Support Community!
You close the account and the new user would have to reset the printer completely and re-enroll in the program.
If they have issues with claiming the printer, use the document HP Printers - Having Trouble Claiming Your Printer?.
