i have an hp + plan but when i ran out of ink, despite being on time to send cartridges to replace the one that was out, you didn't send me anything and i had to buy it separately myself.
why does the HP + plan not reflect what is described in the contract?

I think you are referring to an Instant Ink Subscription.
An Instant Ink subscription is not the same thing as the HP+ service option offered with some printers.
Instant Ink - Ink shipped when needed
When the printer notifies the Instant Ink service that ink is needed, a shipment is sent.
When that doesn't happen, it might be because the printer did not notify the service.
The printer must be connected to the Internet so the process of notification can be made.
Perhaps the connection failed.

There are other reasons the shipment might be late or might be missed.
Regardless, the problem can be fixed.
