wont read my new ink cartridge

hp office jet 8710
Microsoft Windows 10 (64-bit)

installed a new ink cartridge and its says to reinstall or get a new one!!

This is a new cartridge purchased from office supply. I followed the instructions but I have no black ink to print with - even though its brand new- when I ran the check, it recognizes that it is bank , even though its in.

If you have tried steps from the document HP OfficeJet Pro 7740, 8700 Printers - Ink Cartridge Errors and the issue still persists, it could be a hardware failure.
