Are you trying to connect remotely from another network that may be using a  VPN?  If so, try disabling HP Velocity which is enabled by default.  Also, if you have any intrusion detection or deep packet inspection in use, make RGS an exception.  Also, RGS has issues with firewalls.  Make sure RGS is an exception as well in the firewall.   Also, make sure 42966, the port the sender listens on is not getting blocked.

The receiver uses different ports based upon the OS.  Make sure these are also not blocked.

Windows ephemeral source Port Ranges 49152-65535

Linux ephemeral source Port Ranges 32768-61000

Let me know if any of these help or not.
