As soon as logged into the system it automatically selecting last icon which ever it is. If I opened a Google page it automatically scrolling down. I restarted several times even though facing the same issue. Could you please help me out how to fix this issue as early as possible.

Let's try these steps here: 

 

Hold Down the Shift Key when Shutting Down: 

 

This works from the Start menu, the power options on the sign-in screen, or through the security screen after pressing Ctrl+Alt+Delete.

On the Start menu, you’d click the Power Button first. Then, hold down Shift while clicking the “Shut Down” command.

                         OR

Press Windows key + D to hide all windows and show the desktop.

  1. Then, press Alt + F4 to show the shutdown dialog.
  2. Select Shut down from the list and click OK to confirm.

Alternatively, use the Command Prompt or the Run dialogue to shut down or restart Windows. Use the first command below to shut down, and the second to restart:

 

shutdown /s /t 0

shutdown /r /t 0
