difficulty when trying to pair mobile device on windows 10 using HP orbit

hp spectre 360
Microsoft Windows 10 (64-bit)

I get the code, type it into the app on my phone, and the message "We couldn't pair because we didn't find any PCs in pairing mode." pops up.

 

worked fine until recently.  Suddely it stopped.  Using windows defender
