Any way to active Advanced Video Compression without internet access in RGS 20.1.2

I'm working in an Domain environment and all our editing workstation are not connected to internet. I'm wondering if there is a way to activate Advanced Video Compression Without internet Access ?

Sent you an email from my ZCentralSupport email.  I have provided you with the instructions and drop box info for downloading  the tools needed to collect the info I need for the manual activations.  PM should be enabled for you as well.

 I would have loved to help you but unfortunately the HP support need to validate some files you have to collect for them from your workstation.
