Microsoft Windows 10 (32-bit)

Hi, I'm trying to print from Photoshop onto 6x4 paper. The print always seems to be off, printed more to one side and more to the bottom of the page leaving irregular gaps on the left and top. But the print also seems to be too large for the paper. I.e there is a black line border around my work which should leave a white border between the print and the edge if the page and this is massively reduced.  I have even changed the photoshop picture size to be bang on the mm measurements and still it doesn't work. Is there anything I should click or check. My setup is 4x6, normal Margins, Borderless, Hp photo Paper, shrink to fit. Please help
