Can My Officejet Pro 6960 accept refillable ink cartridges

Maybe - use of non-HP ink is not supported.

 

Product introduced Mid-2016

 

If your printer was manufactured before December 2016, firmware upgrades won't have any impact on whether non-HP ink works.

 

Read the Description section on the website:

HP Officejet 6950/6960/Pro 6960/Pro 6970 All-in-One Series

 

 

Regardless, not supported means that even should non-HP products work, they may not continue to work.

 

Eventually, assuming the products do work, the use of refilled ink might damage your printer ink system.  Understandably, you may not care - this printer is about 4 years old.  By any measure, the unit is out of warranty and could stop working for other reasons.

 

So, personal decision.

If you do inadvertently kill the printer, doing so is not as great of a loss as it would be were the printer more expensive or newer.
