Photosmart 6515. All colors but black print fine. Tried new black cartridge, but no help. Cleaning printhead does not help. Test pages show minimal black if any.

I appreciate your efforts in trying to resolve the issue. If you have already performed the steps from the document Ink Cartridge Errors and the issue persists, it could be a hardware failure.
