I purchased an Officejet 8012 3-in one Serial  on the 16th of January 2020 and part of the deal was a £20
cash back. I received an email on the 3rd of February stating that the Some of £20 had been paid into my account, but to date (10.2.20) no monies have been paid in, and despite 2 emails sent to them in Switzerland they have not even had the decency to reply to my emails.

I can't seem to find a contact address to write and complain about this situation.

They will likely request information from you in order to look up your case details or product serial number. Please look for a private message from an identified HP contact.
Additionally, keep in mind not to publicly post personal information (serial numbers and case details).
