Microsoft Windows 10 (64-bit)

Blocks of blue color are printing with magenta showing through in smears across blocks.  Replaced all 4 cartridges (HP) and used head-cleaning process (including second and third level cleaning) multiple times before and after cartridge replacements.  Also ran Clean Page Smear process.  Test page prints fine but documents with blue blocks have smears as described.  What should I do next?

As you have already performed the steps from the document Black or Color Ink Not Printing, Other Print Quality Issues and the issue persists, it could be a hardware failure.

Please reach out to the HP Support in your region regarding the service options for your printer.

Thanks for the quick response.  As HP states that the print-head, which is probably causing the problem, is not a replaceable part, it appears that I have to either live with the problem or purchase a replacement printer (this one is out of warranty).
