Deskjet F4240 Not Printing

HP Deskjet F4240 All-in-One Printer
Microsoft Windows 10 (64-bit)

I have been having issues getting my printer to print anything at all. I have replaced the cartridges and made sure that the ink is flowing. The printer has not been used for several years. I have updated all software to install the printer onto a Windows 10 system. I've run the cleaner via the software and I've manually cleaned the print cartridges and the ink is flowing, just not through the printer onto the paper. Is there anything else I can do to salvage this printer before I give up on it?

If you have already performed the steps from the document Faded, Missing, or Dull Colors in Printouts and the issue persists, it could be a hardware failure.
