Error code 0X83C0002A

Product Name: Officejet 4650
Please help to fix this. I'm sure someone has come across this error code before.

The reset procedure was not possible, because the ink cartridges were locked all the way to the right. I came across another solution involving leaving the printer unplugged for about 5 min, and then plugging it directly into the wall socket, and plugging it back in and playing with the power button (holding it down) repeatedly. Eventually this worked.
